The core violation regarding "mixed passenger and cargo loading" is not the quantity of cargo but rather using space intended solely for passengers to store goods, according to Professor Zheng Xiang of Beijing Jiaotong University.1 Five situations constitute this violation: placing cargo in the rear seats, front passenger seat, or cabin floor; removing or folding down rear seats to load cargo; stacking items so high they obstruct the rear-view mirror; loading cargo so it protrudes and prevents the trunk from closing; or conducting commercial transport operations for profit.1 When improper cargo loading does not pose a safety threat, the applicable penalty under Article 90 of the Road Traffic Safety Law is a warning or a fine between twenty and two hundred yuan.1
