The closed hostels represent nearly one-eighth of the approximately 104 bail hostels operating across England and Wales, marking an increase from one-tenth that were closed in July.1 These facilities, known as approved premises, typically accommodate around 2,000 offenders deemed too dangerous for immediate release back into society.1 Residents are permitted to stay for up to 12 weeks, during which they must submit to drug and alcohol testing and room searches or face recall to prison.1 Martin Jones, the chief inspector of prisons, expressed concern, stating: "It is worrying that the number of approved premises closures is increasing at a time when there are more people being released."1
The staff crisis stems partly from expired contracts with two private companies, Sodexo and OCS, which have created a shortage of night shift workers.1 Ian Lawrence, the general secretary of Napo, the union representing probation officers, attributed the closures to insufficient staffing and inadequate maintenance.1 The Ministry of Justice countered these concerns, noting that the government has invested a record £700 million in probation services and hired 1,300 new officers this year.1
