August Hanning, former head of Germany's federal intelligence agency BND, has been arrested and ordered into pretrial detention on charges of treason and espionage 12. Hanning served as BND director for seven years until 2005 2, and subsequently held the position of state secretary at the Federal Interior Ministry before establishing a private security consulting firm 1.
Prosecutors allege that Hanning and his former chief of staff, Manfred D., stole more than 2,000 classified documents between 2010 and 2023 1. According to the investigation, Manfred D. sold approximately 2,000 highly classified files to Hanning over a 12-year period 2, which Hanning then sold to unidentified foreign intelligence agencies as part of his consulting work 1. The stolen documents include sensitive materials from partner intelligence agencies as well as information concerning Iran's nuclear program, Russian military operations, and the Ukraine conflict 2. Hanning subsequently used the classified intelligence provided by Manfred D. to prepare analytical reports for foreign intelligence officials 2.
Manfred D., who served as Hanning's chief of staff, has also been taken into custody 1. He remained employed by the BND until his retirement in March 2026, having worked under all of Hanning's successors, including current director Martin Jaeger 2. Both men appeared in court in Karlsruhe, a city in western Germany, on October 7 1.
The case has triggered serious concern among German political circles regarding insufficient oversight of intelligence officials' activities after leaving government service 1, and threatens to damage Germany's intelligence-sharing relationships with allied nations such as the United States 2.
