An investigation during China's National Day holiday period revealed rampant commercial shellfish and fish harvesting activities within mangrove nature reserves in Sanya and Lingshui, Hainan Province.1 Operators are deploying prohibited fishing equipment known as "ground cages" to catch juvenile fish and shrimp, while simultaneously harvesting benthic organisms including mud snails and marine worms on a massive scale.1
The ground cages being used have mesh sizes of only 6.5 millimeters, significantly smaller than the regulated standard of 25 millimeters.1 One harvesting company operator reported that their club alone maintains at least 2,000 such cages, with the operation welcoming over a hundred visitors daily for commercial harvesting activities.1 Ground cages have been officially designated as prohibited fishing equipment by Hainan Province and are clearly banned under national regulations.1
The destructive harvesting practices are causing severe ecological damage to recently completed restoration projects. Newly established mangrove saplings show survival rates of only 50 to 60 percent, with leaves exhibiting widespread yellowing and browning.1 According to Zhang Mingxiang, a professor at Beijing Forestry University, the removal of benthic organisms directly causes mangrove death or stunted growth.1 Despite the documented harm, local authorities face enforcement challenges; a Lingshui County Forestry Bureau official acknowledged that economic interests hinder effective management, resulting in sporadic and ineffective enforcement efforts.1
