Eight countries currently hold official candidate status, with Montenegro expected to become the next EU member state by 2028.1 Ukraine obtained formal candidate status in 2024.1 The Commission also proposes targeted arrangements for Ukraine's sensitive agricultural products to limit fiscal support and market access.1 This expansion would mark a significant shift for the bloc, which has grown from its original 12 member states to 27 following the United Kingdom's departure.1
