The number of people in Great Britain who vape but have never smoked has nearly doubled over the past four years, according to new data from the UK's Office for National Statistics released on January 7, 2025.1 Among 1.1 million never-smokers now using e-cigarettes, representing 2.9 percent of the adult population, this figure has grown from 1.5 percent in 2021.1 The proportion of never-smokers using vapes increased from 940,000 in 2024 to 1.1 million in 2025.1
Overall vaping in Great Britain continues to expand, with 5.4 million adults—or 9.9 percent of the adult population—now using e-cigarettes.1 Meanwhile, traditional smoking has reached a historic low, with only 9.8 percent of adults now smoking, compared to 10.6 percent in 2024.1 The decline is particularly pronounced among younger adults: smoking rates among those aged 18 to 24 have dropped from 25.7 percent in 2011 to 7.2 percent in 2025.1 Usage patterns vary by age group, with those aged 25 to 34 showing the highest vaping prevalence at 16.4 percent in 2025, up from 12.9 percent the previous year.1 Men continue to smoke at higher rates than women, with 11.3 percent of male adults and 8.2 percent of female adults smoking.1
Justin Webb, an associate lecturer at London Metropolitan University, acknowledged that "vapes can help adults stop smoking, but they are not risk-free and their full long-term effects remain unclear."1 David Mais, an official at the Office for National Statistics, noted that "fewer than one in 10 adults now smoke. This is the lowest proportion on record."1
