Leaders of the criminal enterprise, including Chen Dazhi, exploited military-armed control over fraud operation zones to consolidate their power and win favor with financial backers. 1 To establish loyalty through what they called a "blood oath," Chen Dazhi and associates engaged in the random killing of strangers as ritualistic sacrifice. 1 In one documented case, a victim's skull bore seven bullet holes; the body was found kneeling face-down with hands bound behind the back, shot multiple times by gunfire. 1 Additionally, Chen Dazhi ordered the execution of operatives from rival family-run operation zones in the second half of 2022 amid disputes over territorial control. 1
The criminal organization had deep political connections in the region, with Wei Chaoren serving as a member of Myanmar's Federal Parliament and Wei Huairen among the core power brokers in the Kokang area. 1 Chinese law enforcement has subsequently dismantled the "Four Major Families" and other criminal syndicates operating in northern Myanmar. 1
