The Financial Conduct Authority (FCA) has launched an investigation into how it handled Simon Andres, a British banker who died last month at age 57.1 Andres had filed a whistleblower complaint with the FCA regarding undisclosed business connections between Howard Lutnick, chief executive of BGC Group and Andres's former employer, and Jeffrey Epstein, the deceased sex offender.1 Between 2020 and 2021, Andres also reported these allegations to the U.S. Federal Bureau of Investigation.1
The regulator has acknowledged that it provided Andres with misleading guidance, incorrectly informing him that his identity exposure rendered him ineligible for whistleblower protections.1 In response to this failure, the FCA has apologized and appointed independent board member Leah Paterson to conduct a review of how Andres was treated.1 John Macdonnell, chair of the all-party parliamentary group on investment fraud and fairer financial services, has called for the investigation to be conducted by an independent third party.1 Epstein died in prison in August 2019 while facing sex trafficking charges.1
