Australia's Coalition opposition has announced sweeping immigration reforms aimed at drastically reducing overall migration levels. The party plans to cut net overseas migration to 100,000 annually for two years starting in 2028-29, representing roughly one-third of current levels, before gradually increasing to 160,000 by 2031-32.3 Humanitarian visa places would be halved to 10,000 annually, while approximately 650,000 temporary visa holders would be removed over four years.23

Coalition leader Angus Taylor, who unveiled the policy, characterized it as "Australia's largest ever migration reduction" and claimed it would be "budget neutral" while strengthening rather than weakening the economy.3 According to Taylor, the Labor government "has driven an explosion in temporary migration, with almost a million additional temporary migrants brought to Australia on its watch."2 The plan prioritizes skilled workers by increasing expert occupation stream visas by 5,000 annually and creating 15,000 skilled migration visas per year,2 while maintaining family reunion visa numbers unchanged.2

The reforms also target international students, capping the proportion of foreign students in higher education at below 25 percent,3 and restrict the permanent skilled migration program to a fixed 185,000 places.3 Second and subsequent temporary visa applications would need to be lodged offshore to reduce visa hopping, and protection visa applicants must apply within 30 days.2
