The International Criminal Court publicly revealed arrest warrant details on October 5 for four Taliban leaders, including supreme leader Hibatullah Akhundzada and Abdul Hakim Haqqani, the chief of the Taliban's Supreme Court.1 The four individuals face accusations of crimes against humanity through persecution of women, girls, and LGBTQ+ communities since the Taliban took power in 2021.1 The warrants were initially issued in July and September of the previous year.1
The charges against the Taliban officials include murder, imprisonment, torture, rape, and forced disappearance carried out through gender-based and gender identity persecution.1 Additional defendants named in the warrants are Education Minister Habibullah Agha and Higher Education Minister Neda Mohammad Nadim.1 The Taliban's stated policies restrict women's access to employment and education beyond sixth grade, prohibit them from entering most public spaces, mandate full-body covering when leaving home except for the eyes, and require male relatives to accompany women on long journeys.1
Afghan government spokesman Zabiullah Mujahid rejected the court's authority, stating: "We are bound by Islamic Sharia law and its courts, not by intelligence agencies or so-called courts."1 Afghanistan's government has declined to recognize the jurisdiction of the International Criminal Court.1
