Norway has become the first major country to propose a temporary ban on AI-equipped glasses in public spaces.12 The center-left Norwegian government announced plans to submit legislation to parliament that would prohibit the use of smart glasses with cameras in parks, beaches, schools, kindergartens, museums, shopping centers, gyms, medical facilities, and public events.12 The move aims to address privacy concerns around people being recorded or photographed without their knowledge or consent.
Digital Affairs Minister Torgil Mikaelsen stated the government's rationale, saying: "I am concerned that this powerful new technology will lead to people being photographed and recorded without their knowledge."1 He further emphasized: "We do not want a society where people worry about being recorded, photographed or filmed in places where they are accustomed to not being monitored."2 To support this temporary measure, Norway will establish an expert group tasked with proposing permanent national regulations.1 The interim ban is intended to provide time for thorough assessment and informed public debate before establishing long-term legal frameworks.
The Norwegian initiative reflects growing global concern over smart glasses privacy risks.2 Meta's Ray-Ban smart glasses have sold at least 9 million units since early 2023,2 raising alarm among regulators and safety advocates worldwide. Some countries and businesses have already taken action: restaurants and bars in the United Kingdom have prohibited smart glasses, while cinemas there began implementing restrictions starting in August.2 However, efforts to restrict such devices have faced resistance; California Governor Gavin Newsom last week vetoed legislation that would have banned non-consensual recordings in privacy spaces such as changing rooms and medical offices.2 In France, the child welfare organization E-enfance reported receiving approximately 20 reports this year of women being secretly photographed with smart glasses, with most cases involving Meta's device.2
