The Federal Bureau of Investigation arrested a California woman at Los Angeles International Airport on charges of acting as an unregistered foreign agent for China.234 The suspect, identified as Wanying Zhang, is 34 years old and a resident of Irvine, California.34 According to federal authorities, Zhang was directed by Chinese officials to travel to Seattle in 2025 and conduct surveillance of Lai Ting-yu, the son of Taiwan President Lai Ching-te and a U.S. resident.34 While in Seattle, she gathered and transmitted photographs, videos, and license plate information about the Taiwan president's son and his family members to Chinese officials.4
Zhang was apprehended at LAX while attempting to board a flight to China.3 Federal prosecutors allege that she employed counter-surveillance measures to avoid detection and failed to notify the U.S. government of her work as a Chinese government agent.4 She was scheduled to appear in Los Angeles federal court.4 FBI Director Kash Patel stated: "America is no longer a safe place to run your espionage operations."3
Taiwan's presidential office responded to the arrest with a statement condemning the alleged surveillance.
