Hong Kong's Secretary for Innovation, Technology and Industry, Sun Dong, has declared that the territory is experiencing its best period for innovation and technology development.1 In a recent interview, Sun outlined Hong Kong's five-year innovation targets, aiming to raise local research and development expenditure from 1.63% of GDP in 2024 to 3% by 2030 and beyond.1
The initiative encompasses a comprehensive ecosystem spanning multiple research institutions, including the Hong Kong Productivity Council, Hong Kong Applied Science and Technology Research Institute, Hong Kong Microelectronics Research Institute, Hong Kong Artificial Intelligence and Robotics Institute, and Life Health Research Institute.1 Three major innovation parks—the Hong Kong Zone of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, New Tian Technology City, Science Park, and Cyberport—will serve as physical anchors for the sector's expansion.1
Sun's strategy targets four distinct development pathways: technological upgrading of traditional industries; emerging sectors including life sciences, artificial intelligence, robotics, advanced manufacturing, and new energy materials; future-oriented fields such as quantum technology and aerospace; and productive services encompassing standards-setting, testing, certification, and technology finance.1 Cross-border data flow arrangements are expected to be finalized as early as this year, facilitating regional collaboration.1
