Realizing this potential requires a multifaceted approach centered on four key pillars: strengthening overall coordination, enhancing investment and financing support, deepening collaboration among government, banks, and enterprises, and ensuring adequate resource allocation across planning, construction, and operational phases.1 To operationalize coordination, the NDRC has established a "2+3+N" coordination mechanism designed to unite power grid companies, telecommunications operators, and computing enterprises in a unified construction effort.1 The infrastructure buildout must prioritize unified channel corridors, standardized interfaces, and shared construction practices to avoid inefficiency caused by duplicative and uncoordinated development—what officials describe as each entity "digging its own trenches and erecting its own poles."1
Operationally, the coordination framework emphasizes mutual openness in application scenarios and reciprocal capability enhancement, with shared investments and shared revenue benefits among participating entities.1
