Australia's disability royal commission released its final report with 222 recommendations three years ago, yet an independent progress assessment by more than 20 disability advocacy organizations reveals stalled implementation across the board.1 Of ten key recommendations examined, none has been fully implemented, four have seen no progress whatsoever, and one has actually regressed.1
The federal government carries sole or joint responsibility for 172 of the commission's recommendations, having fully accepted only 13 and accepted a further 117 in principle.1 The government's first promised six-month progress report arrived four months late in November 2025, documenting that merely 8 recommendations had achieved complete implementation.1 Independent analysis found that only 3 percent of all recommendations have been genuinely enacted, with more than half receiving no updates.1 The special taskforce established to oversee implementation has since been dissolved.1
Despite government commitments to advance major reforms, including a disability rights act and national disability commission, both initiatives remain in further consideration stages after the three-year period.1
