The China Meteorological Administration issued a weather forecast warning of significant precipitation across southwestern provinces and severe weather conditions in central and eastern areas.1 Heavy to torrential rains were reported in Guizhou, Guangxi, Yunnan, Hunan, and Guangdong, with localized extreme rainfall in Ganzhou, Jiangxi and Hechi, Guangxi reaching 100 to 240.2 millimeters.1 Simultaneously, cold air masses brought strong winds and temperature drops to Inner Mongolia, Hebei, and other central and eastern regions, with wind speeds reaching 7 to 9 levels and locally exceeding 10 levels.1 Temperature declines of 4 to 8 degrees Celsius were recorded in central and eastern Xinjiang and western Gansu, with some areas experiencing drops of 10 to 12 degrees Celsius.1
The adverse weather was expected to persist through October 4 and 5, potentially disrupting transportation, tourism, autumn harvest operations, and maritime navigation.1 From October 4 to 5, northwesterly winds of 4 to 6 levels with gusts of 7 to 9 levels were forecast for central and eastern Inner Mongolia, North China, and the Huai River region.1 Maritime forecasts indicated that eastern and southern sea areas would experience northwesterly winds of 6 to 8 levels from October 4 to 8, with gusts potentially reaching 9 levels.1 The China Meteorological Administration maintained a blue alert for strong winds as of 6 a.m. on October 4.1
