The city of Mykolaiv, located just 60 kilometers from Russian-occupied territory,1 has emerged as a test case for this strategy. Five solar desalination systems in the region now supply 1.2 million liters of drinking water daily to approximately 250,000 residents,1 demonstrating how distributed renewables sustain critical services even under sustained attack. During the previous winter, large-scale Russian strikes devastated coal, natural gas, thermal, and hydroelectric plants, leaving temperatures plummeting to minus 20 degrees Celsius,1 yet localized renewable capacity proved more resilient than centralized infrastructure.
