Animal Equality UK has condemned the lack of oversight at fish slaughterhouses across England and Wales as a "disgrace," revealing that no government agency conducts routine or mandatory inspections of facilities where millions of fish are killed annually.1 The charity's investigation found that all relevant government departments—including the Animal and Plant Health Agency (APHA), the Food Standards Authority (FSA), and the Fish Health Inspectorate (FHI)—claimed they do not perform regular inspections.1 With approximately 77 million fish slaughtered each year in the UK, and some 7,742 tonnes of trout killed annually across England and Wales from nearly 290 trout farms, the absence of welfare oversight raises significant animal welfare concerns.1
Abigail Penny from Animal Equality UK stated that "fish are sentient beings capable of feeling pain, yet no government agency is willing to inspect their welfare during slaughter—that is a disgrace."1 The government's expert advisory bodies have repeatedly recommended legislative action to regulate farmed fish slaughter, issuing such recommendations in 1996, 2014, and again in 2024.1 In response, the government committed in its Animal Welfare Strategy released in December 2025 to introduce humane slaughter requirements for farmed fish, though draft legislation has not yet been published.1 The APHA defended its current approach, stating that fish farms are regulated and inspected by government departments and that they investigate suspected welfare cases.1
