The initiative responds to a documented crisis affecting citizens across the region. Kenya's official statistics show that between 2022 and 2026, 751 Kenyans were rescued from scam operations in Myanmar.1 In the first four months of 2024 alone, an additional 406 Kenyans were rescued from Cambodia, with 29 others freed from Laos.1
Analysts view the alliance as part of a broader Chinese strategy to expand its security footprint in Africa.
