Hammersmith and Fulham Council in London has cautioned that it may need to raise council tax by 150% to maintain current service levels, citing severe reductions in central government funding under a new fair funding review system.1 The council will lose more than half of its government grant, which is set to fall from £150.5 million in 2025/26 to an average of £72.4 million over the subsequent four years.1
Under the 150% council tax increase scenario, a Band D household would face an annual increase of £2,522.50, or approximately £29.11 per week, which the council estimates would roughly balance its budget.1 However, even alternative increases of 100% and 125% would leave significant budget gaps of £46.1 million and £20.6 million respectively.1 Currently, a Band D household pays £1,519 annually, which includes a £510.51 London City Hall supplementary charge.1
The funding restructuring, introduced by Angela Rayner last year through the fair funding review mechanism, aims to redirect resources from affluent areas to those most affected by austerity.1 Hammersmith and Fulham is among six councils impacted, along with Westminster, Kensington and Chelsea, Wandsworth, City of London, and Windsor and Maidenhead.1 The council has maintained it has pursued "ruthless" cost-cutting measures to keep tax rates low and noted that its Upstream London strategy has attracted £6 billion in investment and created 17,200 jobs.1
