Welsh First Minister Rhun ap Iorwerth has called on Prime Minister Andy Burnham to negotiate a "new deal" aimed at addressing what he describes as historical injustices in Wales's financial and constitutional arrangements.2 In a 2,000-word letter delivered on Thursday, Iorwerth demanded the transfer of powers over policing and justice, railway infrastructure, and royal estates to Welsh authorities.2 He stressed that Wales should be treated as a nation equal to Scotland rather than as a region of England, stating: "Do not treat Wales as a region of England, but treat us as a country."2
The First Minister made these demands ahead of the Plaid Cymru annual conference, in his first address to the party's assembly following his election victory.1 He characterized himself as "the only party leader in the Senedd who truly believes in Wales."1 Burnham has indicated he expects to meet with the three leaders of Wales, Scotland, and Northern Ireland by the end of October.2 The Prime Minister has committed that he will not undermine Wales's status as a nation and will not bypass the Senedd in devolution discussions.2
