Addressing the Ukraine conflict, Putin stated that Russia had been "deliberately pushed to this point" and accused the West of deliberately fomenting radical nationalism and anti-Russian sentiment in Ukraine while transforming the country into a tool against Moscow.1 He warned that NATO was extending its military presence into Ukraine and planning to establish military bases there, while supplying the country with large quantities of offensive weapons.1 Nevertheless, Putin emphasized that Russia still hopes to resolve the conflict through peaceful negotiations.1 He issued a stark warning that if Russia's Kaliningrad region or other territories came under direct attack, the question of deploying "all weapons in Russia's possession" would become inevitable and would be raised immediately.1
Putin also expressed concern about Japan's military trajectory, citing worries over Tokyo's "remilitarization" and its efforts to establish military and political blocs in the region.1 On Europe's economic measures against Russia, Putin declared that the freezing of Russian gold and foreign exchange reserves is "absolutely unacceptable."1 He reaffirmed that the friendly and trusting relationship between Russia and China represents "a very important factor for world political stability."1 Additionally, Putin called for the world to promptly establish rules governing artificial intelligence use, acknowledging that while technological progress cannot be halted, its consequences must be understood.1
