Washington DC has enacted legislation that prohibits landlords from refusing tenants' dogs or charging special fees based on breed, size, or weight.1 The new regulation, formally titled the Pet Amendment to Housing and known as the Roscoe Act, was introduced by city councilmember Robert White and took effect on Thursday.1 The law's first phase began implementation in January 2025, capping pet deposits at 15 percent of monthly rent and pet rent at 1 percent of monthly rent.1
Beginning January 10, 2026, all newly signed residential leases will be prohibited from imposing breed and weight restrictions.1 The law also bars other non-refundable pet fees.1 Councilmember White named the legislation after his own dog, Roscoe.1 Despite the new protections, many rental listings on Zillow continue to advertise pet weight limits, such as maximum weights of 75 pounds.1
