Algeria's National Assembly voted on Thursday to impose capital punishment on individuals convicted of deliberately setting fires that destroy forests, woodlands, or agricultural land.1 The legislative measure also designated child abduction involving torture, sexual assault, or mutilation as a capital offense.1
The bill was ordered by President Tebboune following a severe heat wave that sparked over one hundred fires across the country's northeastern region.1 While government officials reported twelve deaths from the blazes, independent news outlets and investigative journalists disputed this figure significantly, with one researcher documenting two hundred fatalities.1 Justice Minister Lofti Boudjemaa stated that "applying the death penalty to these crimes is the appropriate legal response to deter them,"1 as the Justice Ministry characterized the arson incidents as reaching the level of "organized crime" with alleged connections to "foreign powers."1
Despite the new legislation, Algeria has not carried out executions since 1993.1
