Conservative Party leader Kemi Badenoch has announced a welfare reform plan designed to limit access to universal credit for many jobless people aged under 25.1 Under the proposed scheme, young people aged 18 to 24 who have not worked continuously for six months would be required to participate in a "work plan" in order to receive benefits.1
The reform introduces a new conditional "work allowance" that would be available for a maximum of six months, contingent on participation in the programme.1 Those who remain unemployed after six months would transition to a reduced "maintenance payment" set at 70 percent of their previous benefit level.1 The plan includes exemptions for individuals who have completed at least six months of continuous work involving at least 16 hours per week, as well as for those unable to meet work requirements due to health conditions or caring responsibilities.1 Badenoch unveiled the proposal as a major policy initiative at the Conservative Party conference held over the weekend.1
