China's Minister of Water Resources Li Guoying has warned that extreme flooding disasters across the country are becoming increasingly unpredictable amid accelerating global climate change.1 The minister characterized China's extreme rainfall and flooding situation as exhibiting "one increase and three randomness"—meaning that while extreme rainstorms and floods are becoming more frequent, their occurrence locations, timing, and intensity remain random.1
This year, China's water resources authorities managed to mitigate disaster impacts through coordinated operation of 9,228 large and medium-sized reservoirs to counter 998 rivers experiencing water levels above critical thresholds.1 The reservoirs effectively retained 137.5 billion cubic meters of floodwaters, preventing inundation of 1,165 cities and towns, protecting 10.65 million acres of crops, and avoiding the displacement of 5.81 million people.1 Among the rivers managed, 49 experienced their largest recorded floods since measurements began.1
Looking ahead to the next five-year period (2026-2030), Li emphasized that China's flood prevention efforts will face a "distinctly uncertain" landscape.1 He stated that "global climate change is intensifying its impact, with rainstorms, floods, and flood-drought disasters occurring with increasing frequency across China, presenting water resources authorities with a series of new circumstances and challenges."1
