Three major British betting firms have received millions of pounds in dividends from a business arrangement with an unlicensed offshore casino network, even as they have publicly cautioned regulators that stricter rules would drive customers toward illegal operators.1
Ladbrokes, William Hill, and Betfred all hold stakes in Sports Information Services (SIS), a company that signed a commercial agreement with Santeda, an offshore gambling network, in 2022 to provide content and data services.1 Ladbrokes holds a 23% stake in SIS and received £8.5 million in dividends, while William Hill owns nearly 20% and collected over £7 million, and Betfred holds 8% with nearly £3 million in distributions.1 Since the Santeda deal was signed, SIS shareholders have collectively received at least £37 million in dividends, with £30 million paid out in 2023 alone.1
Santeda operates under a Curacao license that does not permit it to function in major regulated jurisdictions such as the United Kingdom and United States.1 The arrangement has drawn criticism from within the industry itself. Stella David, chief executive of betting operator Entain, has accused Premier League football clubs of "complicity" in supporting unlicensed operators,1 while Matt Zarb-Cousin has stated that "the UK's biggest betting companies need to clean their own house and sever all ties with black market operators."1
