England and Wales will begin rolling out an expanded early release program for prisoners starting Thursday, with approximately 2,000 inmates scheduled for discharge this month and a further 3,000 over the coming year to alleviate prison overcrowding.1 The scheme was originally planned to free 6,000 prisoners but was reduced to 2,000 following intervention by Prime Minister Andy Burnham.1 Those being released include perpetrators of domestic violence and violent offenders.1
Probation officers have expressed serious alarm about the consequences of the initiative, warning that many freed prisoners will have nowhere to go.1 According to probation sources, accommodation for former offenders is severely limited, with existing facilities already at capacity. One probation source stated: "We only have a handful of places for ex-offenders to live and they are full. We are now looking at releasing some people directly onto the streets."1 Napo union chair Ben Cockburn highlighted systemic challenges affecting implementation, stating that the probation service faces "serious staff shortages, unsustainable and dangerous workloads, and electronic monitoring not performing its function."1 Electronic monitoring tags are being fitted only 55 percent on time for GPS and radiofrequency devices, with alcohol monitoring tags completed punctually in 60 percent of cases.1
The prison population in England and Wales stood at 87,499 individuals on Monday, having grown by more than 1,700 in the preceding three months.1 The Ministry of Justice has pledged £700 million in investment to construct 14,000 new prison beds and aims to halve homelessness among prison leavers by 2029.1 Andrew Harper, the police officer killed in 2019, will not be among those released, as his murderer has been deemed ineligible for the scheme.1
