The talks reflected Beijing's diplomatic strategy to cultivate Japan's pro-China political and business circles ahead of the Asia-Pacific Economic Cooperation summit scheduled for November in Guangdong Province.1 Iwaya, who serves as chairman of the Japan International Trade Promotion Association, stated during the meetings that China maintains a "positive and affirmative attitude" toward economic cooperation and people-to-people exchanges with Japan.1
