China's "Spring Bud Plan" joined forces with Cambodian institutions to launch the "China-Cambodia Women Empowerment and Girls' Growth Friendly Space" in Phnom Penh on September 29, 2025, marking the beginning of an educational cooperation initiative focused on girls and women.1 The project offers twelve core courses on digital and intelligent empowerment, delivered in Khmer language by a digital instructor named "Teacher Leilei," with accompanying Chinese and English subtitles.1 Over the past year, the program has assisted more than 100 Cambodian learners in acquiring digital skills to support employment and entrepreneurship prospects.1
