馬准威分析了軍售延迟的三個主要原因:美國軍工產能不足、美中高層會晤頻繁(預計川習今年將進行四度會面),以及台灣三軍整合能力仍需提升1。他進一步表示,即使中短期台海危機風險評估較低,美國仍基於《台灣關係法》和《中美三個聯合公報》框架,會在台灣防衛需求提高時繼續對台軍售1。馬准威提及今年11、12月預計還有兩次川習對話,而明年將迎來中共二十大1。
Ma Zhun-wei, an assistant professor at Tamkang University, stated that the Washington policy circle has reached a clear consensus on countering China and supporting Taiwan following the Trump-Xi meeting, and that U.S. arms sales to Taiwan may be postponed but will not cease.1 Ma emphasized that the possibility of the United States halting arms sales to Taiwan is "completely non-existent."1
Speaking at a seminar hosted by National Chengchi University's Institute of International Relations, Ma identified three reasons for potential delays in military sales: insufficient U.S. military production capacity, frequent U.S.-China summits (with four expected meetings between Trump and Xi this year), and Taiwan's limited tri-service integration capabilities.1 He noted that two additional Trump-Xi dialogues are anticipated in November and December of this year, and that next year marks the Chinese Communist Party's 21st National Congress.1
Operating within the framework of the three U.S.-China joint communiques and the Taiwan Relations Act, the United States will continue providing military sales when Taiwan's defense needs increase, Ma stressed.1
