Local governments in China have begun publicly disclosing the personal mobile phone numbers of hundreds of officials this month, a move intended to strengthen direct communication with residents and expedite resolution of public grievances.1 The city of Changning in Hunan Province released the phone numbers of 132 officials on September 25, while Haba River County in Xinjiang published contact information for 202 officials on September 12.1
County Party Secretary Ding Zhichun of Haba River has already received nine phone calls and six text messages through the published number.1 However, the Communist Party's official journal Banyuetan cautioned on September 20 that such initiatives risk devolving into a new form of formalism, warning that "once the internet buzz fades, the phones go unanswered and problems reported by the public disappear without a trace."1 The journal acknowledged that the measure does create a direct channel for public complaints, yet warned against the "once published, the matter is settled" mentality.1
These concerns are substantiated by evidence. When news reporters attempted to call ten local leaders across five provinces in June, only one township party secretary at the most grassroots level answered normally.1 The practice of publishing officials' contact information dates back to 1998, when Qingshen County in Sichuan Province pioneered this approach, with multiple localities attempting similar initiatives since then.1 A cautionary case emerged when Du Yanan, the former Party secretary of Bozhou in Anhui Province, publicly released his personal phone number in 2022 with considerable publicity, only to face investigation and dismissal in June of this year.1
