A leaked recording of real estate tycoon Pan Shiyi's private dinner conversation has sparked widespread online discussion after he disclosed details about his relocation to the United States and linked it to the legal troubles of his associate Ren Zhiqiang.1 Pan Shiyi moved to New York in September 2020, initially planning to return to China after the Lunar New Year but ultimately did not do so.1 He attributed his inability to return to China to the situation involving Ren Zhiqiang, who had written a letter critical of Chinese leadership.
Ren Zhiqiang was sentenced to 18 years in prison on embezzlement and bribery charges after circulating a letter exceeding 8,500 characters that criticized the government's handling of the COVID-19 pandemic.1 The letter was distributed beginning February 23, 2020, and was sent to 11 recipients, with Pan Shiyi being the first recipient.1 The remaining 10 recipients were subsequently arrested.1 In the letter, Ren used pointed language, writing that what stood before the public was "not an emperor displaying his new clothes, but a clown insisting on being emperor even after stripping off his clothes."1
Beyond the legal implications for Ren, Pan Shiyi now faces potential financial consequences in China.1 In late July, Chinese authorities issued regulations establishing a 20 percent tax rate on offshore trust assets, and Pan Shiyi could face additional tax payments of at least 2 billion yuan.1
