龙岩市商务局负责人王某因审核不严违规发放补贴，被判处有期徒刑2年6个月，造成1877.45万元国有资金损失 1。龙嘉晟公司在2021年12月获得第3笔补贴后开始拒缴房租及水电费 1。截至2025年4月，黄某彬仍未归案，被湖北襄阳市、江西吉安市万安县、龙岩市永定区等地公安机关追逃 1。
A major investment fraud scheme has targeted eleven counties and cities across eight provinces in China. Between 2018 and 2022, businessman Huang Moubin, the actual controller of multiple enterprises, signed investment agreements with local governments promising a total of 5.7 billion yuan in capital, only to secure over 100 million yuan in government subsidies through fraudulent projects before abandoning the ventures.1
The fraud was particularly severe in Longyan City, Fujian Province, where Huang's company received 25.18 million yuan in renovation subsidies despite spending only 6.4055 million yuan on actual construction.1 In Wan'an County, Jiangxi Province, the scheme netted a combined total of 26.35 million yuan in renovation subsidies, equipment subsidies, and industrial guidance fund loans.1 By December 2021, following receipt of the third installment of subsidies, Huang's company Longjia Sheng began refusing to pay rent and utility bills.1
The fraudulent activities extended to other regions, including a venture in Jiangxi where invested equipment had a market valuation of only 1.76 million yuan, yet production ceased in December 2023.1 Wang Moubing, a senior official at the Longyan Commerce Bureau, was convicted of improperly approving subsidy disbursements without adequate oversight, resulting in a loss of 18.7745 million yuan in state funds; he received a sentence of two years and six months.1 Huang Moubin has been placed under criminal investigation for contract fraud by police departments in Xiangyang, Hubei; Wan'an County, Jiangxi; and Yongding District, Longyan, and remains a fugitive as of April 2025.1
