Floating power plants—electrical generation systems installed on vessels at sea to supply power to onshore grids—are attracting renewed global interest as a means of providing reliable energy to island communities and coastal towns.1 While floating power ships and barges have existed in various forms, floating nuclear power stations are garnering particular attention due to their compact design and capacity for continuous power generation.1
The concept is not entirely new. The cargo ship SS Jacona was converted into a floating power plant in 1931 and supplied electricity to communities along the U.S. Northeast coast.1 More recently, the MV Doğan Bey, a self-propelled modern power generation vessel, was completed in 2010 and immediately deployed to Basra in southern Iraq.1 The Akademik Lomonosov, Russia's first operational floating nuclear power station, was developed during the 2010s and deployed to Pevek, a remote Siberian city, in 2019, equipped with two advanced nuclear reactors.1
Floating nuclear power stations can generate sufficient electricity to serve cities with populations exceeding 200,000 people.1 By comparison, solar-powered floating barges produce only several megawatts to 50 megawatts of power.1 Countries including Russia and South Korea are actively developing floating nuclear stations for international markets, while coastal communities in the Mediterranean, Norway, Japan, and India are exploring the potential advantages of this technology.1 The U.S. Ship Classification Society has established the first comprehensive regulatory framework for floating nuclear power stations.1 However, broader legal and regulatory frameworks remain in need of further development to facilitate widespread adoption.1
