Australia has implemented the steepest tobacco tax increases among comparable countries, with cigarette prices rising to 1.81 times their 2016 levels by 2024, compared to 1.67 times in the United Kingdom, 1.38 times in Canada, and 1.39 times in the United States.1 This aggressive pricing strategy has contributed to Australia's smoking rate dropping from 15.6% in 2016 to 8.2% in 2025.1 However, among smokers who remain, the burden is disproportionate: 18.3% of Australian smokers experience smoking-related poverty—significantly higher than the 14.3% in the United Kingdom, 13.0% in Canada, and 10.4% in the United States.1
The research highlights a troubling paradox: those struggling with smoking-related poverty face greater barriers to quitting. Only 9.4% of people experiencing smoking poverty successfully quit smoking, compared to 12.6% among those without such financial strain.1 Rather than reducing tobacco taxes, researchers recommend redirecting the projected tobacco tax revenue of A$3.56 billion for 2026–27 toward smoking cessation programs and healthcare support, as this approach would more effectively reduce both smoking rates and smoking-related poverty.1
