Britain acquired knowledge of the Holocaust far earlier than commonly believed, learning of the systematic persecution of Jews through newspapers, radio broadcasts, and government records during World War II.1 In 1942, the year when Holocaust victims reached their highest numbers, British newspapers and the BBC both carried reports on the atrocities.1 The Manchester Guardian provided the most extensive coverage of the Holocaust, urging the British government and its allies to take stronger action.1 Information about the genocide, including details of death camp locations, was smuggled into Britain by the Polish government-in-exile based in London through couriers.1
A 2021 survey by the Claims Conference found that only 21 percent of the British public was aware that the British government had recognized the mass murder of Jews as early as 1941.1 To address this historical gap in public understanding, a new permanent Holocaust memorial and learning center is being established in Victoria Tower Gardens at Westminster, with the Holocaust Memorial Bill 2026 receiving royal assent this year.1 An accompanying exhibition will tour Parliament locations across the United Kingdom, including the Northern Ireland Assembly from October 30 to November 13, the Scottish Parliament from December 7 to 10, and Cardiff from January 16 to February 4, 2027.1 Following the 1938 Kristallnacht pogrom, Britain had already begun relaxing entry restrictions for Jewish child refugees, allowing them to enter without visas.1
