陸委會副主委：川習會後美中台情勢維持三個不變

陸委會副主委沈有忠在川習會後舉辦的座談會上表示，美中台情勢發展維持「三個不變」1。具體而言，美中戰略競爭結構不變、美國對台政策不變、台美與國際社會維持台海和平現狀的立場不變1。沈有忠研判習近平試圖將台灣議題納入美中戰略穩定關係框架未果1。習近平離開後，川普在社群平台表示要「擊敗共產主義」，強調「美國永遠不會成為共產國家」1。

美國高層對台灣的承諾立場堅定。國務卿盧比歐在會前多次重申美國對台政策不變1，美國駐中大使龐德偉表示完全支持台灣關係法、美中三公報及對台六項保證，對台政策不會受伊朗情勢影響1。國際社會也以實際行動支持台海現狀，日本首相高市早苗、英法德日紐澳韓波蘭等國外長發表聯合聲明反對單方面改變台海現狀1。

沈有忠強調中華民國才是與美國在二戰的堅定盟友，中共在二戰期間尚未成立1，並對中方在川習會中歪曲二戰歷史的敘述提出批評1。

Taiwan's Mainland Affairs Council Deputy Minister Shen You-chung stated that the trilateral dynamics between the United States, China, and Taiwan have maintained "three constants" following the Trump-Xi summit. 1 According to Shen, the three unchanged elements are the U.S.-China strategic competition structure, U.S. policy toward Taiwan, and the international community's commitment to maintaining the status quo in the Taiwan Strait. 1

Shen assessed that Xi Jinping attempted unsuccessfully to incorporate the Taiwan issue into a U.S.-China strategic stability framework during the meeting. 1 He also criticized China's misrepresentation of World War II history during the summit, rejecting claims that China and the United States were wartime allies and emphasizing instead that the Republic of China was the steadfast American ally during the war while the Chinese Communist Party had not yet been established at that time. 1 Shen noted that Xi appeared to attempt linking the Iran issue with the Taiwan question in negotiations, but President Trump did not accept this proposal. 1

U.S. Secretary of State Marco Rubio had reiterated multiple times before the meeting that American policy toward Taiwan remains unchanged. 1 U.S. Ambassador to China David Perdue expressed full support for the Taiwan Relations Act, the Three Communiqués, and the Six Assurances to Taiwan, stating that Taiwan policy will not be affected by developments regarding Iran. 1 Following Xi's departure, Trump posted on social media that he wants to "defeat communism" and emphasized that "America will never become a communist country." 1

Support for Taiwan's position extended internationally, as Japanese Prime Minister Takayama Takaichi, along with foreign ministers from Britain, France, Germany, Japan, New Zealand, Australia, South Korea, and Poland, issued a joint statement opposing unilateral changes to the status quo in the Taiwan Strait. 1
