Chinese leader Xi Jinping met with U.S. President Donald Trump in Washington, prompting Taiwanese scholars to convene and assess the implications of the summit for the island.1 During the discussion, scholars emphasized that Taiwan will not serve as a bargaining chip in any "grand deal" between the United States and China, and stressed the importance of managing cross-strait differences to prevent escalation.1
Xi reiterated China's position during the talks, stating: "Our stance on upholding national unification and territorial integrity is very clear. We hope the U.S. side will maintain the correct position of opposing Taiwanese independence and handle the Taiwan issue prudently."1 In response, scholar Chang Wu-yueh stressed: "There is absolutely no possibility of the Taiwan issue becoming a bargaining chip in U.S.-China negotiations at this summit, and it is unlikely to become one in the future either."1
Scholars identified four policy indicators to monitor U.S. intentions regarding Taiwan: continued military sales to the island, allowing President Lai Ching-te to transit through U.S. mainland territory, official visits to Taiwan by American officials, and U.S. legislative efforts to strengthen Taiwan-U.S. ties.1 Meanwhile, analyst Ming Chu-cheng characterized the Trump-Xi summit as "form over substance, form over achievement,"1 while scholar Lin Cheng-yi noted that Xi repeatedly raised the concept of the "Thucydides Trap" but suggested China should also be mindful of avoiding the "Kindleberger Trap."1
