During Chinese President Xi Jinping's visit to the United States, he proposed increasing direct flight services between the two countries.1 However, major American airlines have organized opposition to the plan, citing concerns about unequal treatment regarding access to Russian airspace.
The chief executive of the Air Transport Association of America, Sunu, stated that the opposition stems from a disparity in how Chinese and American carriers are permitted to use Russian airspace.1 Chinese airlines have been granted authorization for eight flights to cross Russian territory, while American airlines are prohibited from doing so under a 2023 bilateral agreement.1 According to Sunu, the arrangement places American carriers at a competitive disadvantage.1 Currently, both nations are each permitted to operate approximately 50 round-trip flights per week.1
The restrictions represent a significant reduction from pre-pandemic levels. Before the COVID-19 outbreak in early 2020, both countries operated over 150 round-trip passenger flights weekly.1 By August 2023, service had fallen to just 12 flights per week for each country.1 A bilateral agreement reached in 2023 explicitly stipulated that newly approved additional flights could not traverse Russian airspace.1 Sunu indicated that the airline industry is actively lobbying Trump administration officials to maintain this position and resist making further concessions to China on this matter.1
