贵州、辽宁、新疆等地均通报具体典型。其中，贵州福泉市原委书记黄桂林因打造数十亿元东部新城项目被查，该项目占地3000余亩、投资规模达数十亿元人民币。1黄桂林于2021年担任福泉市委书记，2025年4月因涉嫌严重违纪违法被查。1目前黄桂林已遭开除党籍、公职处分，涉嫌犯罪问题被移送检察机关依法审查起诉。1
辽宁阜新市政协原副主席劳彦鸿因景观公园项目烂尾被查。该项目在其2016年至2025年担任阜蒙县委书记期间因未落实建设用地而停工，成为"半拉子工程"。1新疆维吾尔自治区纪委监委也通报多名落马官员存在类似盲目"上项目、铺摊子"的违纪违法行为。1
China's central and local discipline inspection and supervision commissions have recently released a series of cases involving fallen officials who pursued prestige projects and wasted public funds, signaling a determined enforcement effort.1 More than a dozen provincial discipline and supervision bodies have disclosed relevant cases in recent days.1
Among the high-profile examples, Huang Guilin, former Communist Party secretary of Fuquan City in Guizhou Province, was investigated in April 2025 for suspected serious violations of discipline and law after assuming his post in 2021.1 He had undertaken the construction of an expansive eastern new district spanning over 3,000 acres, involving investments of billions of yuan.1 Huang has already been expelled from the Party and removed from his government position, with his suspected criminal activities referred to prosecution authorities for legal review and indictment.1
Similarly, Lao Yanhong, former vice chairman of the Fuxin Municipal Political Consultative Conference in Liaoning Province, oversaw the construction of a landscape park project during his tenure as Communist Party secretary of Fumeng County from 2016 to 2025.1 The project stalled and became an incomplete project due to failure to implement the requisite construction land allocation.1 The Xinjiang Uygur Autonomous Region's discipline and supervision commission has also reported multiple fallen officials for blindly launching projects and expanding administrative scope.1
