Woodside Petroleum, Australia's largest natural gas producer, has reached an impasse with the Enguruma Injiburandi Foundation, an organization representing Traditional Owners, over compensation for land use rights in Western Australia's Pilbara region.1 The company proposed paying AUD 87 million over 12 years in May, while the Foundation demanded AUD 390 million in November of the previous year, leaving a gap of AUD 300 million between the two positions.1
The negotiations center on updating an agreement signed in 1998, which currently does not include royalties from resource extraction.1 Under the existing accord, the Foundation received a one-time payment to establish cultural centers funded with AUD 500,000 and AUD 2.5 million, plus annual goodwill payments of AUD 1.25 million.1 The Foundation's current proposal requests AUD 30 million upfront plus AUD 30 million annually over 12 years.1
The financial stakes underscore the economic disparity affecting the region's Indigenous communities. Woodside generated approximately AUD 10.4 billion in revenue during the first half of the year, while the Pilbara region contributes over AUD 125 billion annually to the economy.1 However, 87 percent of Indigenous residents in Broome earn weekly incomes below the national median of AUD 805, and census data from 2021 showed that nearly one-fifth of Indigenous households in the area experience housing overcrowding—approximately double the Western Australian average.1
