柬埔寨首相洪玛奈：打击电信网络诈骗需要加强国际合作

柬埔寨首相洪玛奈在金边召开的打击电信诈骗国际会议上指出，电信网络诈骗已构成重大跨国犯罪威胁，需要国际社会加强合作应对。1洪玛奈表示，"国际反诈不能停留在表态和口号上，各方应以互信为基础，将合作承诺转化为具体行动"。1

本次会议于2026年9月23日开幕，为期两天，由国际刑警组织、联合国毒品和犯罪问题办公室东南亚及太平洋区域办事处、澜沧江—湄公河综合执法安全合作中心主办。1来自20多个国家政府、国际组织以及金融机构、科技公司、研究机构的代表参加。1会议主题为"携手行动，斩断链条，根除电信诈骗"，旨在建立国际执法合作框架，涵盖信息共享、能力建设、犯罪预防、执法合作和受害者保护等方面。1

Cambodian Prime Minister Hun Manet addressed an international conference on combating telecom fraud in Phnom Penh, emphasizing that telecommunications and online fraud has emerged as a significant transnational criminal threat requiring concrete multilateral action 1. Speaking at the two-day conference that opened on September 23, 2026, Hun Manet stated that international anti-fraud efforts must move beyond rhetoric, declaring: "International anti-fraud cooperation cannot remain at the level of rhetoric and slogans; all parties should, based on mutual trust, convert cooperation commitments into concrete action" 1.

The conference, organized by the International Criminal Police Organization, the United Nations Office on Drugs and Crime Southeast Asia and Pacific Regional Office, and the Mekong River-Lancang Comprehensive Law Enforcement and Security Cooperation Center, brought together representatives from more than 20 countries' governments alongside international organizations, financial institutions, technology companies, and research institutions 1. The gathering aimed to establish an international law enforcement cooperation framework centered on the theme of "Joint Action, Breaking the Chain, Eradicating Telecom Fraud" 1. The proposed cooperation framework encompasses information sharing, capacity building, crime prevention, law enforcement cooperation, and victim protection 1.
