台湾陆委会回应称，民航局已按规定程序规范了包机申请，目前可在瀋陽、無錫、海口、長沙、西安、濟南、合肥、南昌、天津、溫州、大連、桂林、徐州等13个航点申请包机1。包机申请受限于清明、端午、中秋等节庆假日前后各7日的时间范围1。陆委会表示，中秋连假期间未接获任何包机申请1。
根据统计数据，今年1至8月两岸空中客运直航旅客达422.1万人次，较去年同期增长12.9%1。此前，东方航空8月21日申请的西安往返桃园包机已被驳回1。
China's Taiwan Affairs Office has condemned Taiwan's conditions for approving cross-strait charter flights, claiming the requirements are "extremely stringent" and that travelers can "see but cannot reach, cannot access" such services.1 Taiwan's Mainland Affairs Council responded by stating that airlines may apply according to established procedures, noting that no charter flight applications have been received ahead of the Mid-Autumn Festival holiday period.1
The dispute reflects broader disagreements over aviation connectivity between the two sides. According to Taiwan's Civil Aeronautics Administration, charter flights may be requested for 13 designated destinations on the mainland: Shenyang, Wuxi, Haikou, Changsha, Xi'an, Jinan, Hefei, Nanchang, Tianjin, Wenzhou, Dalian, Guilin, and Xuzhou.1 Applications are limited to seven-day periods before and after major holidays including Qingming Festival, Dragon Boat Festival, and Mid-Autumn Festival.1 However, China's spokesperson Zhu Fenglan pointed out that mainland service has contracted significantly, with only 14 cities and 15 airports operating over 300 weekly flights today, compared to 61 airports and approximately 890 weekly flights before 2020.1 She cited a specific case in which China Eastern Airlines' charter flight application between Xi'an and Taiwan Taoyuan on August 21 was rejected.1
Cross-strait air passenger traffic showed growth despite the restrictions, with 4.221 million travelers recorded from January through August of this year, representing a 12.9 percent year-on-year increase.1
