为推进校外实践教学的全国推广，教育部将从三个方面着手：构建实践场所网络、优化课程体系、完善安全保障1。在安全机制方面，教育部将完善研学实践安全风险社会化分担机制1。
深圳的实践基础已相对完善。在"十四五"期间，深圳已建立88家研学营地、662家研学基地、1300多个思政课教学实践点1。
China's Ministry of Education announced on September 23, 2024, that it will promote off-campus practical teaching for at least half a day per week as a mandatory part of school curricula during the 15th Five-Year Plan period.1 The initiative aims to integrate experiential learning into regular educational programs across the country.
Shenzhen has already pioneered this educational reform, with nearly half of the city's schools participating in pilot programs and approximately 650,000 students engaged in the initiative.1 During the 14th Five-Year Plan period, the city established 88 research-based learning camps, 662 research-based learning bases, and over 1,300 ideological and political education teaching practice sites.1
To support nationwide implementation, the Ministry of Education will establish a network of practical learning venues, optimize curriculum systems, and improve safety safeguards for students participating in off-campus activities.1 The ministry is also working to refine mechanisms for distributing social risk-sharing in research-based practical learning to ensure sustainable program development.1
