The China International Rule of Law Forum (2026) took place in Shenzhen on September 22-23, bringing together approximately 300 Chinese and international participants to advance legal cooperation and exchanges 12. This marked the first time the forum has been held in Shenzhen 2.
The gathering convened high-level officials, legal experts, and representatives from international organizations to deepen international rule of law dialogue with the aim of providing legal safeguards for building a shared future for humanity 2. Seven major topics were established to focus discussions on critical areas including legal guarantees for high-quality Belt and Road Initiative development and rule of law construction within the Guangdong-Hong Kong-Macao Greater Bay Area and international cooperation 2.
Among the distinguished participants were Russian former Vice Premier Sergey Shakhray, Chilean National Prosecutor Angel Valencia, and African Union Ambassador to China Alhaiji Sallah Ba 1. These international legal figures engaged in discussions spanning legal system integration, cross-border law enforcement, and China-Africa cooperation, while also sharing their impressions of Shenzhen as a technology hub 1.
