Civil liberties organizations have filed a court brief urging the U.S. Court of Appeals for the District of Columbia Circuit to invalidate a Federal Aviation Administration drone flight restriction that effectively prohibited the recording of Department of Homeland Security personnel, including Immigration and Customs Enforcement and Border Patrol agents.1 The Electronic Frontier Foundation, American Civil Liberties Union, ACLU of the District of Columbia, National Press Photographers Association, and Professional Photographers of America jointly submitted the brief arguing that the FAA's restriction constituted content-based speech suppression subject to strict First Amendment scrutiny.1
