国家发改委9月22日召开新闻发布会,就今年秋冬季气候变化对农业生产的影响进行了通报1。据有关专业机构预测,今年秋冬季将出现一次超强厄尔尼诺事件,并于年底达到峰值,相关气候影响将延续至明年夏季1。面对这一风险挑战,发改委表示我国农业生产有底气、有条件、有能力予以应对1。
2025年我国粮食产量达1.43万亿斤,比上年再增167.5亿斤,连续两年站稳1.4万亿斤以上1。这一成果的取得得益于多方面基础建设的不断夯实:已累计建成高标准农田超过10亿亩,耕地灌溉面积超过10.9亿亩,农作物良种覆盖率超过96%,全国农作物耕种收综合机械化率达76.7%1。
为应对厄尔尼诺等气候风险,发改委将密切跟踪其发展态势,分区域、分作物研判风险、制定预案1。同时,通过加强灾害监测预警、夯实农田水利基础、加强种业科技支撑、抓好市场调节等措施,做好应对工作1。
China's National Development and Reform Commission (NDRC) held a press conference on September 22 to address climate risks facing the nation's food production. 1 According to forecasts from relevant professional institutions, a super-strong El Niño event is expected to occur during the autumn and winter months, reaching peak intensity by year's end, with related climate impacts extending into the summer of the following year. 1 The NDRC stated that China's agricultural production has the confidence, conditions, and capacity to manage this risk challenge. 1
The country's grain output reached 1.43 trillion jin in 2025, an increase of 16.75 billion jin from the previous year, maintaining production above 1.4 trillion jin for two consecutive years. 1 The NDRC highlighted substantial investments in agricultural infrastructure and technology: more than 1 billion mu of high-standard farmland have been built cumulatively, irrigated farmland covers an area exceeding 1.09 billion mu, crop variety coverage surpasses 96 percent, and the national comprehensive mechanization rate for crop cultivation, management, and harvesting has reached 76.7 percent. 1 To address the anticipated challenges, the NDRC will closely monitor the development of the El Niño event, assess risks by region and crop type, and formulate contingency plans accordingly. 1
