吉林省在推进旅居康养产业方面力度最大，出台《吉林省推动旅居康养高质量发展试点工作方案》，目标到2028年新增旅居康养床位3万张，旅居康养人次达380万1。从2027年起连续3年，吉林每年安排1亿元资金专项支持相关产业发展1。云南省投入近700万元补助资金建设60多个旅居养老试点，2025年旅居云南的老年人近98万人，较上年增长91.5%1。海南则出台《关于推动旅居养老高质量发展的若干措施》，推出18条具体举措1。
养老服务正在完成升级转型。00后养老生活管家王兴阳表示，养老服务已从传统护理向更加智能化、品质化、专业化方向发展1。为满足这一转变带来的人才需求，吉林大学、长春师范大学等高校与养老机构共建研发平台，着力培养智慧康养人才1。行业需要大量懂技术、了解老年需求的复合型人才来推动智慧康养产品研发和养老服务创新1。
As China's aging population deepens, several provinces have intensified efforts to attract elderly residents and develop the senior care industry, with residential wellness tourism emerging as a prominent growth sector.1 By 2035, the nation's population aged 60 and above is projected to exceed 400 million, with the silver economy market potential reaching 30 trillion yuan.1
Jilin, Hainan, and Yunnan have rolled out targeted support policies to accelerate development in this field. Jilin released the "Jilin Province Pilot Program for Promoting High-Quality Development of Residential Wellness Tourism," aiming to add 30,000 new beds for residential wellness care and achieve 3.8 million annual visits by 2028.1 Starting in 2027, the province will allocate 100 million yuan annually for three consecutive years to support the residential wellness tourism industry.1 Yunnan invested nearly 700,000 yuan in subsidies to establish over 60 residential elderly care pilot programs, with nearly 980,000 senior residents visiting Yunnan in 2025, representing a 91.5 percent increase.1 Hainan introduced the "Measures to Promote High-Quality Development of Residential Elderly Care," incorporating 18 specific initiatives.1
The transformation of elderly care services is creating employment and entrepreneurship opportunities for younger generations. Wang Xingyang, a post-2000s elderly care lifestyle manager, noted that elderly care services have evolved from traditional nursing toward more intelligent, high-quality, and professional models.1 Universities including Jilin University and Changchun Normal University have partnered with elderly care institutions to establish research and development platforms and cultivate talent in smart elderly care.1 However, the industry still requires substantial numbers of professionals combining technical expertise with deep understanding of elderly needs.1
