A United Nations special rapporteur has released a report alleging that at least 68 US airstrikes conducted in the Caribbean and Pacific regions since September of last year may violate international law and constitute crimes against humanity.1 The operations have resulted in over 220 deaths, with the report indicating that 223 people were killed.1 According to Ben Saul, the UN investigator, these strikes qualify as extrajudicial executions that lack legitimate justification under international law.1 Saul contended that even if the targets were designated terrorist organization members, the absence of an armed attack against the United States means the strikes do not trigger the right to self-defense.1
US Southern Command has defended the operations, stating that "confirmed intelligence revealed the vessel's active involvement in narco-trafficking" and claiming that one particular operation "killed four narco-terrorists."1 The campaign, known as Operation Southern Spear, was initiated in early September.1 US Defense Secretary Pete Hegseth characterized the objective as eliminating "narco-terrorists" from the Americas and protecting the United States from drug-related threats to American lives.1 However, Saul concluded that "there are reasonable grounds to believe that the reported 68 attacks that killed 223 people constituted crimes against humanity of murder under customary international law."1
